Strategic Plan

BACKGROUND
The Jamaica Cycling Federation (JCF) is the entity responsible for the promotion and development of cycling in Jamaica. It has the direct responsibility to create the infrastructure and capacity to support a culture where Jamaicans habitually cycle for fun, fitness, transportation, and competition. It is the governing body for cycle racing in Jamaica and for Jamaica’s participation in cycle racing Internationally.

Jamaica has a rich culture of cycling and successes at all international levels, with medals at Caribbean, Pan American, Commonwealth and Olympic Levels. The aim of the JCF is to continue to develop the sport so we can achieve even greater successes so we remain agile as the sport continues to evolve.

Jamaica is the cycling "sprint and Endurance" factory of the world… where our competitive cyclists consistently inspire the nation and the world with world-class cycling performances.

Dr Wayne Palmer - President JCF

Dr. Wayne Palmer

President

Bio

Dr Palmer has been president of the JCF since 2020 when he was elected during the COVID pandemic. He has guided the Federation from complete lockdown of the sport to becoming one of the first federations to return to international racing after the pandemic.

Dr Palmer is a qualified orthopedic surgeon with qualifications in arthroscopic surgery and upper limb reconstruction. He also has a degree in Epidemiology and is the program coordinator for the Doctor of Medicine in Orthopedic surgery program. He is a senior lecturer at the University of the West Indies.

As a former Master National champion and international competitor and with qualifications in cycling coaching, Dr Palmer has the unique perspective of the athlete, coach, administrator and caregiver for the injured athlete.

Administrative Roles:
  • Dr Palmer is the former president of Blissett and Chain Revolution Cycling clubs.
  • He is also a former vice president and general secretary of the Jamaica Cycling Federation.
  • Past Jamaican Orthopedic Association President Former deputy dean of the Faculty of Medical Sciences.
  • He heads the Orthopedic Division at the University Hospital (UHWI) and runs the orthopedic sports medicine clinic.
